The lack of leadership on the container deposit scheme in Australia is an embarrassment to the public.    It was at the forefront and about to be introduced but then stalled for the last 2 years.   The consequences of this are all to apparent to any one wandering along a beach or through a park.  That is about another 20 billion bottles that have been produced, many of which are littered.   Littered plastic and glass bottles are everywhere.  Thy are such an eyesore and spoil any landscape.  It is such an easy problem to fix, so why has it not been implemented?
